MSELECT is looking to hire a Procurement Committee Secretary for an international oil & gas operator to be based in Erbil. Minimum 3 years of experience in the same role with knowledge in procurement processes, policies and procedures with fluency in English and Kurdish and Arabic.

Job summary
A Procurement Assistant helps a procurement professional to ensure that a business has a constant supply of materials, equipment, works and services Job function is primarily in an administrative capacity. Procurement Assistants work directly for/ under a procurement professional such as a Procurement Buyer or Procurement Engineer.

Key Responsibilities:         

  • Registers incoming Purchase Requisitions from Contract Holders / End User Departments
  • Carries out initial review of Purchase Requisition for accuracy, completeness and clarity gaps, and informs Buyer / Procurement Engineer accordingly if such deficiencies / omissions have been identified;
  • Organizes centralized / channeled sending out and distribution of RFIs, RFPs, ITTs, clarifications and Tender Bulletins;
  • Ensures that all Purchase Orders and Contracts are properly registered and filed for audit trail and cost recovery purposes;
  • Provides as required assistance to Buyer / Procurement Engineer in expediting responses and acknowledgements from suppliers / subcontractors;
  • Coordinates receipt and opening of Sealed Bids in the presence of Procurement Committee and, if required, MNR representatives;
  • Provides support to Buyer / Procurement Engineer in maintaining procurement status report;
  • Organizes Procurement Committee meetings, prepares agenda, Minutes of Meetings, coordinates receipt of required documentation for Procurement Committee Meeting;
  • Provides general administrative and clerical support;
Requirements, skills and competencies
  • Knowledge of procurement processes, policies and procedures
  • Strong emphasis on accuracy and detail
  • Ability to handle multiple projects simultaneously to meet goals and deadlines
  • Proficient in Microsoft Office programs, such as Excel
  • Good time management and organizational skills
  • Basic mathematical knowledge
