MSELECT is looking to hire a Supply Chain Manager for an international oil operator to be based in Erbil, Iraq.

Responsibilities

  • The Supply Chain Manager will influence strategic direction by participating in setting functional objectives. As well, will use technical and business expertise and experience to devise and apply policies/procedures to deal with highly complex problems with little or no precedents; decisions requiring constant application of judgment, ingenuity and original action to meet unusual situations. Further, this role requires a thorough understanding of the challenges presented by client's operating environment, culture, and geographically challenging asset base.
  • Plans, organizes, facilitates and manages the setting of goals, priorities, work procedures and career development for the Supply Chain Management staff in Iraq, relating to: Contracting and Procurement, Logistics, Customs, Inventory & Material Management, process such that all practices are consistent with international standards and compliant with client business practices and values.
  • Providing assurance to the business that all of client’s procurement activities are carried out fairly and ethically with open and transparent communication and in full compliance with the relevant laws and standards on Bribery and Corruption and Information Brokering in the supply chain.
  • Responsible and accountable for the development and implementation of supply strategies, as well as recommending and implementing solutions to complex SCM information and process issues.
  • Develops and manages department budgets for supply chain management operations in Iraq.

  • Provides oversight to the development and implementation of various sourcing strategies in defined areas of responsibility (Wells, Projects, Production, Sub-Surface, Materials, Inventory Management & Logistics);
  • Exercises independent judgment in selecting and interpreting information, handling deviations from standard supply chain methods, and resolving difficulties;
  • Challenges and improves business processes within area of responsibility and understands impact within the business area;
  • Produces sound business direction for the team based on best practices;
  • Manages internal stakeholders and supplier relationships to advance the business process;
  • Makes process improvements and provides input and recommendations on cross-team improvements;
  • Leads, mentors, coaches, and counsels a group of professional employees;
  • Establishes employee development plans and provide performance feedback;
  • Investigates and resolves performance issues and negotiates opportunities for continuous improvement;
  • Establishes and executes annual departmental business plans;
  • Develops and manages departmental budget.
  • Develops strategies and administration processes for opportunities to leverage supply agreements to leverage buying power and reduced material costs and transaction events.
  • Conducts regular reviews of business practices and modifies as required to ensure compliance with the PSC and JOA and associated Material procurement, asset handover and Customs exemptions.
  • Oversees submissions to and Chairs the client Bid Committee (TIBC) for procurement approval of materials or services, ensuring business case for purchase has appropriate justification before forwarding to TIBC, Management Committee (ManCom) or Operations Committee (OpCom) for approval.
  • Develops career development plans for Supply Chain Management staff, and reviews annually with direct reports, develops training strategies that support individual career development and succession planning.
  • Manages recruitment process as necessary.
  • Demonstrates leadership in supplier relations and insures that the company interests are accurately represented in the supply community.
  • Reports as required to senior management, partners, and government on Supply Chain matters. 

Qualifications/Requirements

  • Comm/BA/BSc degree required. Preferred:SCM designation [SCMP, CPM, CPSM, MCIPS], or MBA
  • Minimum of 10 years of Upstream Oil and Gas experience with working knowledge in areas of Wells (Drilling & Completions), Projects (Facilities, Engineering & Construction), Production Operations and Sub-Surface
  • Minimum of 8 years of progressive Supply Chain Management experience in areas of Contracting, Procurement, Logistics, Inventory & Materials Management, Category Management and/or Strategic Sourcing in the Upstream Oil & Gas Industry
  • Minimum 5 years of progressive management/supervisory experience
  • Strong supplier relationship management experience
  • Excellent computer skills including Microsoft office application suite
  • Experience in pricing models, and establishing pricing methodologies in addition to understanding key drivers
  • Excellent command of English (oral and written)
  • Strong commitment to working as part of a team
  • Highly organized and able to balance multiple competing priorities.
  • Strong knowledge of contract terms and conditions;
  • Minimum of 10 years of experience with E&P owner/operators
  • International experience working under Production Sharing Agreements
  • Experience in working in cultural diverse work environments
  • Understanding of supply markets, categories, channel alignment, and service providers
  • Experience with ERP systems (Oracle, JDE, SAP)
  • Project management experience
  • A good working knowledge of best in class SCM practices (in Contracting, Procurement, Inventory & Materials Management, Logistics, Category Management and Strategic Sourcing)
  • Leads through empowerment and instils sense of responsibility and self-discipline
  • Ability to discuss supply chain issues at all levels within the organization from strategic to tactical and transactional
  • Develops solutions to complex problems that require the regular use of ingenuity and innovation, ensures solutions are consistent with organization objectives
  • Facilitates development of optimal strategies and solutions for a complex and challenging supply environment
  • Uses excellent communication skills (written and oral communication) and strong interpersonal skills to effectively work independently as well as in multi-functional and cross-cultural teams as an internal service provider.
  • Effectively drives aggressive project plans and implementation schedules from the SCM perspective
  • Effectively identifies and responds to obstacles and/or challenges
  • Develops optimal peer relationships with key stakeholders in Legal, Risk & Insurance, Finance, and various other Functional disciplines
  • Clearly understands and adheres to client’s ethical principles, values, code of conduct, and policies.
