Mselect is looking to hire a Drilling Senior HSE Advisor for its major oil and gas client, the ideal candidate must have 15 years of experience in drilling HSE operations, the role will initially be based in Dubai for 12 months. Please see below a detailed list of responsibilities.

Key Responsibilities:

  • Drive the HSE evaluation, verification and HSE risk assessed award of high and medium risk working with the drilling and HSE teams on the rebid of several key drilling and drilling service contracts
  • Preparation for underbalanced drilling in Kurdistan In this period the role will require tender submission evaluations, verification audits and premobilization risk assessments to be completed
  • Rebid of drilling and drilling service contracts (Dubai)
  • Assist with development of an underbalanced drilling programme in the Kurdistan regions
  • Play a leading role in ensuring HSE coverage of drilling rigs in Kurdistan ensuring coverage of existing and new rigs working closely with Drilling and HSE functions, drilling contracts as part of the rebid activity
  • Ensure HSSE Risks are managed as per company Contractor Management Standard during tendering process
  • Verification of tender submitted information through site visits where required
  • Drive safe and responsible mobilization to implement the contractors HSE management system (robustly bridged with company HSE MS), close out gap analysis remedial plan and go no-go list for operations start
  • Underbalanced drilling Develop the HSE plan, starting with a high-level risk assessment and subsequent HAZIDs and
  • HAZOPs for UBD towards the safe and responsible execution of an underbalanced drilling program in Kurdistan ‘pre- spud’ and execution HSE Audit and inspection program
  • Develop the pre-mobilization plan and documentation alongside contractors to ensure safe and responsible mobilization of the UBD program
  • Drilling HSE rig trainer resource coordination Working alongside the BU HSE Managers and Drilling team the role holder will ensure that there is seamless coverage of HSE trainers for existing and new rigs
  • Ensure that national employees assigned to train on rigs are progressed through a structured HSE competence development program in line with the Corporate HSSE training and competence standard
  • Working with Drilling Superintendents, Supervisors and rig trainers ensure consistent approaches to compliance with company Corporate Standards and Business unite procedures
  • Work closely with the contractor rig management to promote a continuous improvement in HSE standards on site The contractor management should be encouraged to raise the level of the Safety culture on the rig site

Required Qualifications & Experience:

  • 15 years’ experience in drilling HSE
  • Relevant technical degree for the role

Key Competencies:

  • Sound understanding of HSE risks and controls for onshore drilling campaigns and associated logistics activities with demonstrated site based rig experience in excess of 5 years
  • An understanding of the HSE risks of underbalanced drilling
  • Working with contractors during tendering through to execution
  • Identifies and rectifies emerging risks before they impact the project
  • Working knowledge of industry HSE standards
  • Track record of developing & implementing contractor HSSE improvement plans & bridging documents
  • Focused on risk management and mitigation activities
  • Excellent written and presentation skills
  • Ability to deliver HSE training, and coaching of local staff
  • Experience of facilitating rig specific emergency response exercises
  • Working in developing economies essential
